These are the 12 best nearshore software development companies with delivery teams in Europe, scored against the same six criteria using Clutch data checked in October 2026. Here's what each company does best, and the kind of buyer it suits.
Ask ChatGPT to name a nearshore software development partner for a Nordic company, and in our October 2026 test it suggested Netcompany, Tietoevry and N-iX. Two are Nordic IT groups. Netcompany has 9,500+ people and is headquartered in Copenhagen (Netcompany). Tietoevry changed its name to Tieto in March 2026 and sold its tech services arm, now called Vivicta (Inderes, Cision). You hire them at home. They decide where the work happens.
This list is for a different need. You lead product, operations or engineering at a company in the Nordics, Germany, Austria, Switzerland or the UK. You want to hire a team directly, one or two hours from your time zone, at a lower cost than hiring at home. ICT labour in Lithuania costs about half what it does in Sweden or Germany, according to Eurostat (more on that below).
We scored 17 companies with delivery teams in Europe and included the 12 with the highest scores. We call out delivery teams outside the EU, acquired companies and Clutch scores based on few or old reviews.
Disclosure: Idea Link wrote this list and appears on it. We scored every company, including Idea Link, against the same six criteria using public Clutch data and each company's own website. We checked the information on 16 October 2026. The ranking follows the scores.

Which country to nearshore to
The cost difference is why many teams look east or south. In 2025, employers in the information and communication sector paid €73.9 an hour in Norway, €63.5 in Denmark, €62.5 in Sweden, €61.6 in Austria and €58.5 in Germany, compared with an EU average of €48.2 (Eurostat). The usual nearshore destinations cost less:
| Country | Sector labour cost, 2025 (€/hour) | ICT specialists, share of employment, 2025 | Time vs. Berlin and Stockholm | Time vs. London |
|---|---|---|---|---|
| Estonia | 38.4 | 6.8% | +1 h | +2 h |
| Czechia | 34.9 | 4.7% | Same | +1 h |
| Lithuania | 32.0 | 5.7% | +1 h | +2 h |
| Poland | 29.3 | 4.5% | Same | +1 h |
| Portugal | 28.2 | 5.4% | -1 h | Same |
| Latvia | 27.8 | 4.5% | +1 h | +2 h |
| Romania | 26.0 | 2.7% | +1 h | +2 h |
| Bulgaria | 24.0 | 4.8% | +1 h | +2 h |
Sources: Eurostat labour cost levels (information and communication sector) and Eurostat ICT specialists in employment. These figures are employer costs for the whole sector, not agency rates. Treat them as a guide to relative cost, not a quote. All 12 companies on this list give $50-$99 an hour on Clutch.
Poland has the largest pool by far, with about 779,000 ICT specialists, and shares a time zone with Germany and Scandinavia. Estonia and Lithuania are an hour ahead and have smaller workforces, but a higher share of their workers are in tech: 6.8% in Estonia and 5.7% in Lithuania, both above the EU average of 5.0%. Portugal is the only country here on UK time all year. Every country in the table is in the EU, so GDPR applies to your vendor as it does to you.
How we scored them
We scored six criteria from 0 to 2, for a maximum of 12. Every point comes from something a buyer can check: a Clutch profile, a page on the company's website or a press release. A 0 means we found nothing published, not that the company can't do it.
- EU delivery. 2 if delivery teams are based only in EU or EEA countries, 1 if a significant share is based outside them (Ukraine, Moldova, Latin America or Asia).
- Verifiable proof. 2 for 15 or more Clutch reviews, with the newest less than 12 months old; 1 for fewer or older reviews; 0 for fewer than three.
- Proof in your market. 2 for named clients in at least two of the three buyer regions (the Nordics, DACH, the UK), 1 for one region, 0 for none.
- Budget fit. The Clutch minimum project size: 2 for $10,000 or less, 1 for up to $50,000, 0 above that or when no minimum is published.
- Real AI work. 2 for an AI project with a named client on the company's own site, 1 for an AI service page or anonymous AI cases, 0 for neither.
- Low-risk start. 2 for a published fixed-price or fixed-scope first engagement with a stated length, 1 for a discovery phase or workshop with no stated length, 0 for nothing published.
Idea Link is the only company to score 12. Four companies tie at 11 points and five tie at 10. Clutch review count sets the order within each tie. Future Processing and Miquido both have 51 reviews, so the newer review puts Future Processing first.

We also scored five companies that didn't make the list. Nortal (8) has strong Nordic, German and UK public-sector work, but most of its Clutch reviews cover the staff-augmentation firms it acquired, and the newest review is from November 2024 (Clutch). N-iX (8) has a $100,000 Clutch minimum, the highest we saw, and does much of its delivery in Ukraine (Clutch). Software Mind (8) also delivers from Moldova and Latin America, and its AI cases are anonymous (Software Mind). Baltic Amadeus (8) has Norwegian and Swedish clients, but no published starting offer and 8 Clutch reviews (Clutch). SOFTETA (8) has no named client in the Nordics, DACH or the UK yet (SOFTETA). We didn't score Tremend: Publicis Groupe bought it in 2022 as a Publicis Sapient delivery centre (Publicis Groupe).
1. Idea Link

Idea Link builds the custom operational software growing companies rely on: internal platforms, operations and finance systems, and client portals. It adds AI where it saves real time and leaves it out when a plain rule will do. Founded in 2019, the company has an in-house team of more than 20 people in Kaunas and Vilnius, plus an address in London. Clutch rates it 5.0 across 17 reviews, with a $5,000 minimum, the lowest of the 12.
For Avance, a life sciences advisory firm headquartered in Basel (Swiss Biotech Association), Idea Link turned a consulting Excel model into a valuation and deal-modelling platform. The platform values drug pipelines and licensing deals, runs sensitivity analysis and exports results for stakeholders. Avance's partner reviewed the project on Clutch. Idea Link also built an all-in-one ERP with GPS tracking for field crews for Open Infra, the Swedish-founded fibre operator (Fierce Network), and LunchBox, a B2B lunch-ordering platform, for a Norwegian agency. Its AI platforms include QualifyHQ, which qualifies companies on more than 100 data points, and DataIst, whose agents draft GDPR documents for experts to review. Most projects begin with a fixed-price Design & Architecture Sprint of 2-4 weeks, ending with a fixed build quote.
Idea Link is the only company on this list to score 12. It's also one of the smallest, with 20+ people, so it suits focused builds rather than large team extensions. Its newest Clutch review dates from November 2025.
Best for: a Nordic, DACH or UK company that has outgrown spreadsheets or a no-code tool and needs its core system built in weeks, with AI included where it saves time.
2. Wolfpack Digital

Wolfpack Digital is a mobile and web studio in Cluj-Napoca, Romania. Founded in 2015, it has more than 70 people and an office in Dublin (Wolfpack Digital). Clutch rates it 5.0 across 78 reviews, with the newest review from September 2026 and a $10,000 minimum.
Its Nordic and UK work is unusually specific. The company built BrainCapture's EEG app, which records without an internet connection, to the IEC 62304 medical-device software standard. It also built the No7 Pro Derm Scan skin-scanning app, used in more than 400 Boots stores. Its AI work includes 3D2Cut, an iOS app that trains vine pruning for Swiss growers. The AI page says a focused AI MVP takes two to four weeks, but publishes no fixed price. Reviewers mention project-manager turnover and a desire for earlier warnings about budget overruns.
Best for: mobile-first products, including health apps that must meet medical-device software rules.
3. Netguru

Netguru is a Poznań software company founded in 2008, with more than 400 people, all delivering from Poland (Netguru). Clutch rates it 4.8 across 73 reviews, with a $50,000 minimum. Robert Scholz became CEO in 2026, ITwiz reported in October (ITwiz).
Its banking work in Switzerland and the UK is the strongest on this list. Netguru worked inside the UBS team on the private-client app, rebuilding payments and login natively as the app moved from Cordova to native iOS and Android. It also worked on the core flows of Skrill's payment app. Its AI work includes a claims agent for ARC Europe that cut claim assessment from 30 minutes to 5 in a six-week proof of concept. You can start with a EUR 3,000 AI Agents Workshop or a 2-6 week fixed-cost product discovery. One German client, VisionHealth, wrote on Clutch that Netguru "increased their prices considerably".
Best for: banks and fintech companies, especially in Switzerland and the UK, with a budget from $50,000.
4. Boldare

Boldare is a Gliwice software company founded in 2004, with more than 200 people across four Polish offices (Boldare). Clutch rates it 4.8 across 63 reviews, with a $25,000 minimum.
Its DACH work is named and specific. For sonnen, the German home-battery and energy company, Boldare built battery and EV-charger apps and a partner platform. It also rebuilt the YOUCAT Daily app for a German foundation. AI work starts with a fixed-price AI Opportunity Sprint: one week for feasibility or two for a working proof of concept, with the fee credited toward the build. Its AI case studies remain modest, including a travel chatbot for Planet Escape. Some reviewers wanted better estimates and fuller staffing.
Best for: product companies that want to test an AI feature for a fixed price before committing to a team.
5. Imaginary Cloud

Imaginary Cloud was founded in 2010 and has more than 100 EU-based people, with offices in London, Lisbon and Coimbra (Imaginary Cloud). Its delivery team works from Portugal, which stays on UK time all year. Clutch rates it 4.9 across 35 reviews, with a $25,000 minimum.
The company built a subscription financial-insights app for Confinze in Denmark and digitised IT refurbishment for Advania, a Nordic IT services company. Its AI work includes a machine-learning module that detects and tags objects in 3D point clouds for Environmental Intellect. Imaginary Cloud sells a fixed-price AI proof of concept, Axiom, lasting up to six weeks. One Swiss reviewer said a couple more people would have helped.
Best for: UK teams that want their partner to work the same hours.
6. 10Clouds

10Clouds is a Warsaw software company that has been building since 2009. In April 2026 it formally combined with 10Clouds Financial Institutions, the entity it set up in 2022, and now leads with finance and AI (10Clouds). Clutch rates it 4.9 across 95 reviews, with a $25,000 minimum and $50-$99 an hour.
Its market work includes a recruitment platform with candidate pre-screening chatbots for FindEm in Germany, and native apps with machine-learning features for Quesmed, a UK medical education platform. For BNP Paribas Bank Polska it built a conversational agent that compares accounts and guides applicants through the process. The proof of concept scored 9.69 out of 10 in user testing. A typical proof of concept takes 4-6 weeks. Its AI Strategy Workshop runs 2-4 weeks, but the scope is set for each client and no price is published, so it scores 1 on a low-risk start. One Clutch reviewer said budget warnings came late, and we found no named Nordic client.
Best for: fintech, insurance and AI products that need an EU-only team with a long review record.
7. Future Processing

Future Processing is a Gliwice software company founded in 2000, with more than 750 people (Future Processing). It has offices in London, Stockholm and Germany, plus a delivery office in Ternopil, Ukraine (Future Processing). Clutch rates it 4.7 across 51 reviews, with a $25,000 minimum.
Its named enterprise clients cover all three regions: KMD in Denmark, Österreichische Lotterien in Austria and ITV in the UK. For ITV, it helped build the Planet V ad platform, which has handled more than £1 billion in bookings. For Verifi, a UK company, it built an AI document-verification platform that cuts lawyers' review time by up to 75%. Work can start with a fixed-fee Value Prototype Sprint lasting 1-3 weeks. One reviewer said the company was slow to replace people who left. A Swiss startup said it suits established companies better than tight budgets.
Best for: mid-sized and large companies that want a partner already working for clients in their market.
8. Miquido

Miquido is a Kraków software company founded in 2011, with more than 200 people (Miquido). Clutch rates it 4.9 across 51 reviews, with a $25,000 minimum, though the newest review we saw dates from June 2025.
Its clearest AI case is GigPig, the UK live-music marketplace. Miquido's AI checks artist profiles and handles about 90% of onboarding. On Clutch, Swedish bank SBAB reviewed the team Miquido supplied for its mobile app. Miquido is the only company here to publish a price for a full AI build: AI Kickstarter promises a demo in two days and a product in 3-5 weeks, from $15,000 per solution. Older Clutch reviews mention senior developers being removed from a project and team rotation.
Best for: a team that wants a generative AI feature with a price attached before the first call.
9. The Codest

The Codest is headquartered in London, with engineers in Kraków and Warsaw. It became independent through a 2020 management buyout (The Codest). Clutch rates it 4.8 across 27 reviews, with a $10,000 minimum.
Its named clients are mainly Nordic and German. The Codest built an ad-campaign platform for Mittmedia, part of Bonnier News, modernised Yogobe's yoga video platform in Stockholm and extended Helpling's team in Berlin. Most of this work is team extension, not complete products. The company offers a 24-hour prototype sprint but has no named AI project yet. Helpling's CTO wrote on Clutch that developers were sometimes changed mid-project without explanation. Its newest Clutch review is from October 2025, so it scores 1 on proof.
Best for: Nordic and German product teams that want to add Ruby, Vue or JavaScript developers to a team they already run.
10. Helmes

Helmes is an Estonian engineering group founded in 1991, with more than 1,400 people and development centres in Estonia, Latvia, Lithuania and Poland (Helmes). In 2022 it bought 70% of TeleSoftas, a Kaunas firm of about 300 people (Estonian World). Its Clutch profile is the old TeleSoftas one: 4.8 across 10 reviews, with the newest from January 2025 and a $10,000 minimum.
For Telia it built the group's outbound logistics platform, used in Sweden, Norway, Finland, Estonia and Lithuania. Its Lithuanian team built the booking site and apps for Haven, the largest UK holiday park operator. Work can start with a two-week Quick Start or a fixed-price AI Value Scan lasting 4-6 weeks. Its AI case studies are anonymous, and its Clutch reviews cover only the Lithuanian unit.
Best for: companies that want a large Baltic group with Nordic references and room to grow the team.
11. STX Next

STX Next is a Poznań software company founded in 2005, with more than 450 specialists. Private equity firm Innova Capital has owned a majority since 2020 (STX Next). The company delivers from Poznań and Mérida in Mexico. Clutch rates it 4.7 across 103 reviews, the most of the 12, with a $50,000 minimum.
Its work for UK insurer Zego covers an employee platform, a claims system and a Snowflake data platform. It also rebuilt Paradox Interactive's game launcher in Sweden. For Linde it built a multilingual knowledge platform on Azure using retrieval-augmented generation. STX Next publishes no starting offer with a fixed length. Clutch reviewers mention slow onboarding and developers who had to be replaced.
Best for: companies that need a large Python and data team and can commit $50,000 or more.
12. Sigma Software

Sigma Software was founded in Ukraine in 2002 and belongs to the Swedish Sigma Group. It has more than 2,000 people in 43 offices across 21 countries, with most delivery from Ukraine and Poland (Sigma Software). Its offices include Gothenburg and Stockholm, Munich and Nuremberg, Linz and London. Clutch rates it 4.8 across 37 reviews, with a $50,000 minimum.
Its Swedish references are among the strongest on this list: a new charges system for SAS, a spare-parts portal for Volvo Penta and work for Viaplay since 2012. In Germany, it moved Siemens Healthineers' CT scanner monitoring platform to Azure. Its AI work includes a company-wide rollout of Claude Code for Infobric. It scores lower because much of its team is outside the EU and no starting offer has a stated length. Reviewers mention high prices and uneven English among developers.
Best for: Nordic and German enterprises that want a local office backed by a large delivery team.
Best nearshore partners for Nordic companies
Nordic buyers have plenty of choice. Several firms on this list grew by working for Swedish, Danish and Norwegian clients:
- Sigma Software for Swedish enterprises that want a local office, with SAS, Volvo Penta and Viaplay as references.
- The Codest for adding developers to a Swedish or Danish product team.
- Helmes for a Baltic group with Telia's Nordic logistics platform behind it.
- Wolfpack Digital for mobile and health apps, with Danish clients such as BrainCapture.
- Idea Link for custom operational software, with the Swedish-founded fibre operator Open Infra and a Norwegian agency as clients.
Future Processing also has an office in Stockholm and clients in Denmark, Sweden and Norway.
Best nearshore partners for DACH companies
Poland shares Germany's time zone, and most DACH references on this list come from Polish firms:
- Netguru for Swiss banking apps, with UBS as the reference.
- Boldare for German product companies, with sonnen and YOUCAT.
- Future Processing for Austrian and Swiss enterprises, with Österreichische Lotterien and Ipoteka.
- Sigma Software for German enterprises that want an office in Munich or Nuremberg.
10Clouds (FindEm), The Codest (Helpling, Avobis) and Idea Link (Avance in Basel) also have named German or Swiss clients.
Best nearshore partners for UK companies
UK buyers face a two-hour gap with the Baltics and Romania, a one-hour gap with Poland and no time difference with Portugal:
- Imaginary Cloud for working UK hours from Portugal, with an office in London.
- Future Processing for UK enterprises, with ITV, Hiscox and Verifi.
- Netguru for payments and banking, with Skrill.
- Wolfpack Digital for consumer and retail apps, with Boots and Transreport.
STX Next (Zego), Miquido (GigPig) and 10Clouds (Quesmed) also have named UK clients.
How to actually choose
Start with the work you need done. If you need extra developers in a team you already manage, consider The Codest, STX Next or Sigma Software, and ask how quickly they replace people who leave. Clutch reviews of several firms here mention exactly that problem. If you need a complete system built and maintained by a vendor, look for firms with named product case studies in your market and ask to speak to that client.
Then find out where the code is written. Nine of the 12 deliver only from EU countries. Future Processing, STX Next and Sigma Software also deliver from Ukraine or Mexico. Ask about that if your data is regulated or your client contracts specify a location.
Finally, start with a small, fixed-length engagement. Eight of the 12 publish one: a sprint, workshop or proof of concept with a stated length. It costs far less than a bad hire, and you get to see how the team works before signing for a build.
The brief we hear most often comes from a growing company that has outgrown spreadsheets, Airtable or a no-code tool, but has no engineering team of its own. That's Idea Link's core work. Large team extensions, regulated multi-year programmes or big mobile products point to other firms above.
About Idea Link
Idea Link is a Lithuanian software company founded in 2019, with offices in Kaunas and Vilnius. Our in-house team of more than 20 people has shipped 100+ projects, and we hold a 5.0 rating on Clutch across 17 reviews. We build the custom operational software growing companies run on, adding real AI where it saves time. Clients with public case studies include Open Infra, Orchard Benefits, DataIst and others. Most engagements start with a fixed-scope, fixed-price Design & Architecture Sprint. After it, you own the designs and the code.
Frequently asked questions
What is nearshore software development?
Nearshore software development means hiring a team in a nearby country, usually within one to three hours of your time zone. For Nordic, German and UK companies, that usually means Poland, the Baltics, Romania, Czechia or Portugal. You get lower costs than hiring at home while keeping a shared working day.
Which country is best for nearshore software development in Europe?
It depends on your time zone and budget. Poland has the largest pool, about 779,000 ICT specialists, and shares a time zone with Germany and Scandinavia. Estonia and Lithuania have a higher share of ICT specialists in employment (6.8% and 5.7%, against an EU average of 5.0%) and are one hour ahead. Portugal is on UK time. Romania and Bulgaria have the lowest sector labour costs in the table above (Eurostat).
How much does nearshore software development cost?
All 12 companies on this list give $50-$99 an hour on Clutch. Clutch minimum project sizes range from $5,000 (Idea Link) to $50,000 (Netguru, STX Next, Sigma Software), and N-iX starts at $100,000. Published entry offers include Netguru's EUR 3,000 AI Agents Workshop and Miquido's AI Kickstarter from $15,000. Idea Link's Design & Architecture Sprint costs EUR 7,000-15,000.
Is Lithuania good for nearshore software development?
Yes, especially for Nordic companies. Lithuania is one hour ahead of Stockholm, Copenhagen and Oslo, and ICT specialists make up 5.7% of employment, above the EU average. Sector labour costs were €32.0 an hour in 2025, about half of Sweden's €62.5 (Eurostat). Our list of the best software development companies in Lithuania compares eight local firms.
Nearshore or offshore: which is better?
Offshore teams in India or Asia usually cost less per hour, but overlap with a European working day for only a few hours. Nearshore teams in the EU work your hours and fall under GDPR. For a product that needs daily decisions from your side, the shared day usually saves more than the difference in rates.
Is Netcompany or Tietoevry a nearshore provider?
Not in the sense used here. Netcompany is a Danish IT group with offices in the Nordics and the UK, plus further offices in Poland, Greece and Vietnam (Netcompany). Tietoevry is now Tieto, and its tech services arm became Vivicta in 2025. You hire them as a local supplier; they choose where the work is done.
How do I choose a nearshore software development company?
Check three things: named clients in your country, Clutch reviews from the last 12 months and a fixed-length first engagement. Ask where the people on your project actually sit, and what happens when one of them leaves.
The first step
If you're a growing company in the Nordics, DACH or the UK that has outgrown its tools and needs its core system built, that's the problem we solve. Start with our Design & Architecture Sprint: a fixed-scope, fixed-price engagement that gives you a system blueprint, a build plan and a real quote before you commit.
