Search for top software development companies and Google gives you two very different lists. One is Wikipedia’s list of the largest software companies, ranked by market capitalization. Microsoft is first. These technology companies sell products; none is likely to build your inventory system. The other is Clutch’s directory. Clutch’s help center says the directory is “sorted based on sponsorship and then by Clutch rank.” The directory page adds: “We may earn a fee for some placements.”
Neither list tells a growing business which company will build its systems, what the work will cost, or whether the client will own the code. These projects are not small purchases. On 21 October 2026, Gartner forecast that global information technology spending would reach $6,391 billion in 2026, up 14.5%, with $1,464 billion going to software.
This list is for the buyer spending a small slice of that total. You run operations or finance, or you founded the company. The spreadsheets no longer cut it. There’s no engineering team, and your software budget starts in the tens of thousands. We scored 12 firms against six criteria you can check yourself, then added a short guide to the giants that dominate the search results.
Disclosure: Idea Link wrote this list and appears on it. We scored all 12 companies, including our own, against the same six criteria, using each company’s website and public Clutch profile, checked on 24 October 2026. The ranking follows the scores. Idea Link tied Velvetech on points and came second on the tie-break because it has fewer Clutch reviews: 17 against 22.

How we scored the best software development firms
Most lists of top software development companies sort by Clutch rating. These 12 firms all rate between 4.8 and 5.0, so the rating doesn’t tell you much. We scored six criteria from 0 to 2, for a maximum of 12 points. You can check each score against a services page, case study, Clutch profile, or published price. A 0 means we couldn’t find the information published. It doesn’t mean the company can’t do the work.
- Full-cycle delivery (the company’s own services pages): 2 points for all five areas - design, engineering, QA, cloud and DevOps, and post-launch support; 1 for engineering plus some of the others; 0 for engineering or staffing alone. A QA stage named in a services-page process counts. QA mentioned only in job ads does not.
- Measured outcomes (the company’s own case studies): 2 points for two or more case studies that name the client and report a result (a percentage, time, money, or users); 1 for named clients without numbers, numbers with anonymous clients, or one qualifying case; 0 for neither. A client named only in image alt text doesn’t count, but a delivery time does.
- Review depth (Clutch): 2 points for 20+ reviews and a newest review dated on or after 24 April 2026; 1 for 10+ reviews; 0 for fewer than 10.
- Price transparency: 2 points for hourly rates or price ranges on the company’s own site; 1 if prices appear only on Clutch; 0 for no published prices.
- Budget fit (published minimum, using the company’s own figure first and Clutch’s otherwise): 2 points for $25,000 or less; 1 for up to $50,000, including a $50,000+ minimum; 0 for more than that or no minimum. A price band isn’t a minimum.
- Ownership: 2 points if the company’s own site says the client owns the code and IP; 1 if ownership is implied through handover or documentation; 0 if we couldn’t find a statement.
Clutch review count breaks ties, with the higher count ranked first.
| Company | Full cycle | Outcomes | Reviews | Pricing | Budget | Ownership | Total |
|---|---|---|---|---|---|---|---|
| Velvetech | 2 | 2 | 1 | 2 | 2 | 2 | 11 |
| Idea Link | 2 | 2 | 1 | 2 | 2 | 2 | 11 |
| Vention | 2 | 2 | 2 | 1 | 1 | 2 | 10 |
| BairesDev | 2 | 2 | 2 | 1 | 1 | 2 | 10 |
| Unosquare | 2 | 2 | 2 | 2 | 0 | 2 | 10 |
| Simform | 2 | 1 | 2 | 1 | 2 | 1 | 9 |
| ELEKS | 2 | 2 | 1 | 1 | 2 | 1 | 9 |
| Intellectsoft | 2 | 1 | 2 | 1 | 1 | 1 | 8 |
| 10Pearls | 2 | 2 | 1 | 1 | 1 | 1 | 8 |
| Softeq | 2 | 2 | 1 | 1 | 1 | 1 | 8 |
| Fueled | 1 | 2 | 2 | 2 | 0 | 0 | 7 |
| Forte Group | 1 | 2 | 1 | 1 | 1 | 1 | 7 |
The tie-breaks settle much of the order. Velvetech, with 22 Clutch reviews, edges Idea Link, with 17, at 11 points. Vention (103), BairesDev (63), and Unosquare (40) share 10 points. Simform (89) beats ELEKS (31) at 9, while Intellectsoft (46), 10Pearls (36), and Softeq (27) share 8. Idea Link loses a review-depth point: it has 17 reviews and none from the last six months. Velvetech’s newest Clutch review is from 2023; Forte Group’s is from 2020. Unosquare scores 0 on budget because its Clutch minimum is $250,000+, though its contact form shows an MVP tier starting at about $50k.
1. Velvetech

Velvetech is a custom software company founded in 2004. It reports 250+ employees. Clutch lists its headquarters in Sunny Isles Beach, Florida, and an office in Chicago. The company’s own site lists only those two US locations, with none in New York or San Francisco. Clutch rates the company 5.0 across 22 reviews, with a $25,000+ minimum and an hourly rate of $50-$99. The newest review dates to 18 July 2023.
For insurance agency Insureon, a case study reports a “52%” “Lift in customer conversion rates”. In a second project, the company added AI prompts to a sales call center. Doug Altschul, VP of Customer Experience, says: “We've seen average call-handle times for our agents drop by as much as 45%”. A post-acute care system for Medadept LLC reports “25% Reduction in avoidable hospital readmissions.” Velvetech publishes price bands: a Lean MVP “around $40-80K” and custom software from $50K-$150K. It also promises to “transfer ownership” at deployment. One Clutch complaint is about price: a Got it Life founder wanted the company to “reduce a fee for the development per hour”.
Published prices and a written ownership promise are less common than they should be. Recency is the weak spot. All 22 reviews rate Velvetech 5.0, but none is newer than July 2023.
Best for: operations and finance leaders at mid-market US firms who want published price bands and written ownership transfer for a $40k-$150k MVP or a set of internal systems.
2. Idea Link

Idea Link is our company, so keep that in mind as you read. We were founded in 2019 and are based in Kaunas, Lithuania, with offices in Vilnius and London. Our in-house team has 20+ people, the smallest on this list. Clutch rates us 5.0 across 17 reviews, with a $5,000+ minimum and a $50-$99 hourly rate. The newest review is from 13 November 2025, which costs us a point for review depth.
QualifyHQ, an AI sales-prospecting platform, reports “95%+ email accuracy” and “73% higher response rate”. DataIst reports “Up to 70% lower legal spend on routine GDPR work”, while Kalba.lt reports “95% less teacher prep time”. The first step is a fixed-price Design & Architecture Sprint, running 2-4 weeks for €7-15k and ending with a fixed build quote. Builds start from €20K-40K. On ownership, we say: “Full IP transfer, with no license fees and no dependency on us to keep using any of it.” A partner at Avance said we absorbed the budget overrun ourselves, and added: “The scoping of the project at the start could therefore perhaps have been more detailed also for their own benefit.”
Best for: growing companies running on spreadsheets and email, without in-house developers, that want a fixed-price €7-15k Sprint and a costed plan before committing €20k or more to a build.
3. Vention

Vention, formerly iTechArt, was founded in 2002 and is headquartered in New York. It rebranded in May 2023. The company’s own site claims 3,000+ engineers across 20+ offices, including locations in San Francisco, London, Berlin, and Vilnius. Clutch rates it 4.9 across 103 reviews, with a $50,000+ minimum and a $50-$99 hourly rate. The newest review dates to 12 August 2026.
For EliseAI, Vention built AI-powered automatic replies, “boosting conversions by 125%” and “freeing up 90% of leasing teams' time to focus on more complex tasks”. For Thomas International, it reports “6 major updates in 9 months”. For ClassPass, it supplied “35+ best-in-class developers in just two months”. Vention publishes no rates, though it says, “Every project is scoped individually”. Discovery takes two to four weeks, with no price listed, and “Typically, we can begin within two weeks of contract signing.” On ownership, the company says: “We sign NDAs and IP ownership agreements upfront, so all deliverables and source code are 100% yours.” A Director of Engineering wrote in May 2026: “We did hit a few bumps early on finding the right skill profiles and people, but that was ironed out quickly...”
The Clutch minimum looks higher than the projects Vention actually takes on: three of its ten newest reviews cover projects in the $10,000-$49,999 range.
Best for: growing companies that want a large-bench vendor to staff and scale a mixed team of backend, frontend, QA, and AI engineers, with a start in about two weeks and IP ownership in writing up front.
4. BairesDev

BairesDev lists its headquarters at 50 California Street, San Francisco. It was founded in Buenos Aires in 2009 and claims 4,000+ engineers. Clutch rates the company 4.9 across 63 reviews, with a $50,000+ minimum and a $50-$99 hourly rate. The newest review is from 8 June 2026.
For Urban Outfitters, BairesDev assembled a team of eight senior front-end developers in about two weeks. The page cites a “38% increase in net profits” in Q3 2020. For Rolls-Royce, it says: “In 5 months, we developed an MVP app that allows real-time system monitoring of multiple power plants on one app.” Of its 42 case studies, only the Urban Outfitters project gives a business-result number. BairesDev publishes no rates, only a claim that working with it “typically saves 30 to 50% compared to building an equivalent US team.” Discovery “starts within 24 hours of contact and kickoff lands 2 to 4 weeks from signature.” On ownership, the company says: “You do, fully and from the start.” A BriefYourMarket reviewer wrote in June 2024: “Becomes quite expensive for ongoing maintenance and support of a live product, so keep that in mind.”
Only two of its 63 reviews are from 2025 or 2026, and many carry the title “Staff Augmentation”. Clutch’s service split gives IT staff augmentation 15%, level with AI development at 15%, while UX/UI design gets just 5%. BairesDev reads first as a team-extension shop.
Best for: US companies that want to add several nearshore engineers from Latin America, in US time zones, to an existing in-house team for a long engagement of $50k or more.
5. Unosquare

Unosquare was founded in 2009. It lists Portland, Oregon, as its US headquarters, with other locations in Guadalajara and Belfast, and reports “over 1,000 delivery professionals”. Clutch rates it 4.9 across 40 reviews, with a $250,000+ minimum and a $50-$99 hourly rate. The newest review is from 21 May 2026. Clutch lists 10-15 people in Portland and 301-400 in Guadalajara, so most delivery comes from nearshore Mexico.
For Axos Bank, a managed IT services and security engagement “Raised system reliability from 98.7% at onboarding to 99.9% uptime.” A rebuilt proposal platform for Groundworks “Boosted sales by 10% in the first year post-launch”, while Compensation Connections “Delivered the entire rebuild in 10 weeks”. The contact form shows an MVP tier at about $50k-$150k, but the engagement page says: “We do not publish a rate card, because a rate without a scope is marketing.” On ownership, the company says: “After it closes you own the system outright, with run books and architectural guides.” The FAQ qualifies that: “You do, when the contract says so in writing.” A CTO at an insurance administrator wrote in 2020: “Development work estimation needs some improvement”.
Both 2026 reviews, from Axos Bank and mortgage company Newrez, cover managed IT rather than product builds. Most of the profile is staff augmentation.
Best for: US mid-market and enterprise teams looking for nearshore Latin American engineers in US time zones, or a 24/7 managed IT and DevOps partner, with six-figure budgets.
6. Simform

Simform was founded in 2010 and reports “1200+” employees. Clutch lists its headquarters as Orlando, Florida, with multiple other locations, including Los Angeles, San Francisco, New York, and Ahmedabad. Clutch rates it 4.8 across 89 reviews, with a $25,000+ minimum and a $25-$49 hourly rate, the lowest band on this list. The newest review is from 11 September 2026. It covers a verified AI tool build for an employee survey platform.
The case studies we checked include plenty of numbers, but don’t name the clients in the text. A white-label fitness platform reports that “Fitness businesses reduced app development time by 50%”. A gen AI research platform for a psychology association reports two separate results: research was “50%” quicker, and uptime was “99%”. Names appear only in image alt text, so Simform scores 1 on outcomes. Ask for references. The company publishes no rates on its site, only “outcome-aligned commercials”, though Clutch’s summary puts reviewed project costs at $6,000 to $300,000. There’s no client ownership statement, only an NDA that covers confidentiality. The first step is a free technical consultation and a plan covering stack, architecture, timeline, and budget. Reviewers keep returning to requirements. In September 2026, one wrote: “They could take more time at the start of the project to get the requirements in a good place”.
Best for: companies with a $25k-$300k budget that want a large bench at $25-$49 an hour for cloud, data, or AI modernization, and can bring clear requirements and plan the documentation handover.
7. ELEKS

ELEKS was founded in 1991 and is based in Tallinn, Estonia. It reports “21 offices and delivery centres globally” and “more than 2000 experts across Europe, the US and Canada”. Clutch rates it 4.8 across 31 reviews, with a $25,000+ minimum and a $50-$99 hourly rate. The newest review is from 22 July 2025.
For Fleming, ELEKS reports a “Major application update delivered in 4 weeks instead of 4 months” and “a four-fold decrease in development costs”. A food-ordering MVP for David Lloyd, built in three months, is “Serving over 2 million users”. A B2B marketplace for SAVSERVICE produced “up to a 15% increase in order frequency”. Its AI work for startup Latent AI involved data-science capacity, with no quantified result. ELEKS publishes no rates. It offers a one-day product workshop, and one case study, SAVSERVICE, began with a four-week product discovery, but the company publishes no standard length or price. On ownership, it offers a general explainer saying a client who commissions custom software gains “exclusive ownership of the resulting application”. That isn’t a statement of ELEKS contract terms. An SVP of Engineering wrote in 2022: “Like most other resourcing companies, they too have non super stars that they pulled into my project.”
ELEKS presents itself as an enterprise vendor, yet its two newest Clutch reviews, from June and July 2025, both cover $10,000-$49,999 projects.
Best for: companies with a defined $25k-$50k first project, such as an audit, discovery, or proof of concept, that want a mature European vendor able to grow into long-term product engineering and support.
8. Intellectsoft

Intellectsoft was founded in 2007 and doesn’t publish its headcount. Clutch lists 50-249 employees. Sources disagree about its base: Clutch’s company field says Miami, while Clutch’s description and the company site say New York (500 Fashion Ave). Clutch rates it 4.9 across 46 reviews, with a $50,000+ minimum and a $50-$99 hourly rate. The newest review is from 4 August 2026.
For Naked Energy, Intellectsoft built a 3D sales and proposal tool that cut proposal creation time by 70% and the sales cycle by 40%. A dental clinic CRM reports “about 20% reduction in administrator time per patient”, but the page doesn’t name the client, so outcomes score 1. In a June 2026 review, Mobileroadie said of an AI layer: “Retention is up among clients using the AI features.” Intellectsoft publishes no rates; a business development manager gives a ballpark in about three to five days. There’s no explicit ownership statement, only a “Stabilization & Handover” phase that includes documentation delivery. The CEO of Deltager AS wrote in March 2026: “They could have provided more proactive communication when they saw improvement potential that we didn't see.”
Despite the $50,000+ minimum, two of the company’s five 2026 reviews cover smaller jobs: the $10,000-$49,999 Mobileroadie project and a website for Atlas Clinical Services under $10,000.
Best for: mid-size companies that want a design-to-support team for a mobile or web product, or an AI add-on to an existing app, with recent Clutch proof of on-time delivery.
9. 10Pearls

10Pearls was founded in 2004 by brothers Imran and Zeeshan Aftab and reports “1,400+” people. Clutch lists its headquarters in Vienna, Virginia, with other locations in New York, Chicago, London, Medellín, and Karachi. Its own site doesn’t name a headquarters. Clutch rates it 4.9 across 36 reviews, with a $50,000+ minimum and a $25-$49 hourly rate. The newest review is from 7 May 2024.
An AI facial matching system for Related Faces “Reduced processing time to 4 min” and “Achieved 94% match accuracy”. For Amwell, automation “enabled a 280% increase in quality assurance coverage.” For AARP, a caregiver platform “Reduced admin costs by over 10%”. The company publishes no rates. It starts with a discovery call and roadmap, and its AI Launchpad promises “Zero to proof-of-value in 90 days” without listing a price. The only ownership language appears in a 2013 press release: “Clients have full ownership of all deliverables, including a product roadmap, with cost and timeline estimates for the build-out.” That describes discovery documents, not code. A financial company’s product manager wrote in 2023: “In the beginning, we had some code quality issues.” The reviewer partly blamed their own missing documentation and said quality improved.
The Clutch profile has gone quiet. Its newest review is from May 2024; the one before that is from April 2023.
Best for: healthcare, fintech, and other regulated mid-size companies that want design-led product work and an AI proof of value from a nearshore or offshore team at $25-$49 an hour, with $50k or more to spend.
10. Softeq

Softeq was founded in 1997 and reports “200+” engineers, consultants, and technology professionals. Its headquarters is in Houston, Texas, and its EU headquarters is in Vilnius, with additional locations in Munich, Guadalajara, and Warsaw. Clutch rates it 4.9 across 27 reviews, with a $50,000+ minimum and no hourly rate listed. The newest review is from 6 June 2023.
For AGU Baby AG, fixing an IoT suite for baby-care products came with a “300% increase in the number of active users”. A streaming plugin for New Cinema “Delivers full HD live video with 70% lower traffic volume”. Most of Softeq’s roughly 110 portfolio items are anonymous, and we found no AI product for a named client with reported results. Its site describes time-and-materials “hourly rates depending on the skillset, experience, and location”, but gives no figures. The company recommends starting with a Discovery Phase that ends in a ballpark estimate, without publishing its length or price. There’s no ownership statement, only a handover phase in which it trains your team. A dog product company’s founder wrote in June 2023: “If costs were lower, we could ramp up resources and speed up our development roadmap; but, we are limited by the cost of the team.”
Clutch’s location split puts 101-150 people in Vilnius and 31-40 in Houston. Softeq also does hardware, firmware, PCB, and enclosure design, work most firms on this list don’t offer.
Best for: companies building a connected device or IoT product that need hardware, firmware, cloud, and mobile apps from one vendor, with $50k+ budgets.
11. Fueled

Fueled was founded in 2007, merged with 10up in 2023, and says it has “300+ experts worldwide”. Clutch lists its headquarters at 430 W 14th St, New York. Clutch rates it 4.9 across 38 reviews, with a $75,000+ minimum and a $150-$199 hourly rate, the highest on this list. The newest review is from 1 September 2026. It covers a 12-year web, SEO, and hosting relationship with a B2B publisher. The review before that dates to June 2022.
The California DMV case says: “Our redesign of the California DMV site doubled online transactions and hit 34M views in its first week.” For Penske Media (Rolling Stone, Variety), Fueled added generative AI features to WordPress, and smart 404 pages showed a “15% drop in bounce rate”. Fueled publishes more pricing detail than most agencies: “Here at Fueled a project can run on average $300,000 with an upper limit of $1,000,000.” We found no ownership statement, and QA doesn’t appear as a service on its own pages, so it scores 0 on ownership and 1 on full-cycle delivery. No discovery phase is listed. A Hagerty reviewer wrote in 2018: “They're a little pricey and charge to make changes.”
Best for: brands with $300k-class budgets that want a New York design-led agency for a consumer app or a large WordPress or publishing platform.
12. Forte Group

Forte Group says it has “25 years of experience” and 800 employees; Clutch lists its founding year as 2000. Clutch names Boca Raton, Florida, as its headquarters, while its description says Chicago. The company’s own site lists offices in Chicago, San Francisco, New York, London, and Dublin, plus delivery centers from Medellín to Kyiv. Clutch rates it 4.9 across 20 reviews, with a $50,000+ minimum and a $50-$99 hourly rate. The newest review is from 3 September 2020.
For Apex Fintech Solutions, a load-testing program meant “Trading API (Buy/Sell Equities) throughput increased by 99% while maintaining an error-free order fill rate”. Edgeworx reports “60% faster IoT application deployment”, while Interfirst Mortgage Company reports “50% Savings in infrastructure costs”. Eight of the 12 case studies on the first listing page cover AI projects, but each describes the client only by industry. Forte Group publishes no rates: “Cost is best viewed in terms of total value rather than hourly rates.” Clutch’s summary says pricing is “generally around $500,000 annually per client”. The site says consultants “will define your clear ownership terms”, but doesn’t say the client owns the code. A UI/UX manager at a machinery manufacturer wrote in 2020: “We have challenges with VPNs breaking and communication things going out”.
Every one of Forte Group’s 20 Clutch reviews dates to 2020 or earlier, and most cover staff augmentation and QA, not full product builds.
Best for: mid-market and enterprise teams that want nearshore engineering and QA capacity from Latin America, Poland, and Ukraine at $50-$99 an hour, with budgets of $50k and up.
The largest software companies in the world (and why they won't build your system)
Want the largest names? Here they are. Wikipedia’s list covers the top 50 companies by market capitalization in the Forbes Global 2000 software and programming industry. It carries accuracy and citation tags, and prints SAP and Palantir both at rank 4. Treat these figures as Wikipedia’s, not audited numbers.
| Rank on the list | Company | HQ | Revenue (2025) | Market cap |
|---|---|---|---|---|
| 1 | Microsoft | Redmond, Washington | $261.8B | $2,913B |
| 2 | Alphabet | Mountain View, California | $359.3B | $1,973B |
| 3 | Oracle | Austin, Texas | $55.78B | $388.36B |
| 4 | SAP | Walldorf, Germany | $37.73B | $324.53B |
| 4 | Palantir Technologies | Denver, Colorado | $2.87B | $264.5B |
| 6 | Salesforce | San Francisco, California | $37.9B | $257.4B |
| 7 | IBM | Armonk, New York | $62.83B | $215.15B |
| 8 | ServiceNow | Santa Clara, California | $11.47B | $195.67B |
| 9 | Intuit | Palo Alto, California | $17.17B | $174.48B |
| 10 | Adobe | San Jose, California | $22.04B | $156.72B |
By market cap, the big 5 software companies are Microsoft, Alphabet, Oracle, SAP, and Palantir. Palantir’s market value is $264.5B on $2.87B of revenue. By revenue, the top five are Alphabet, Microsoft, IBM, Oracle, and Salesforce, though advertising accounts for most of Alphabet’s revenue. Whichever list you use, the largest software companies sell licenses, subscriptions, and cloud platforms. These technology companies don’t take custom builds from a growing business. The IT services firms below are technology companies of a different kind.
IT services firms build for other companies at scale. Public filings from six large firms show who they work for. It’s a different industry from the product companies above.
| Company | HQ | Latest revenue | People |
|---|---|---|---|
| Accenture | Dublin, Ireland | $74.18 billion (fiscal 2026, year ended 31 August 2026) | About 814,000 (31 August 2026) |
| Tata Consultancy Services | Mumbai, India | Over US$30 billion (FY26, year ended 31 March 2026) | 584,519 (31 March 2026) |
| Cognizant | Teaneck, New Jersey, near New York | $21,108 million (full-year 2025) | About 351,600 (31 December 2025) |
| Infosys | Bengaluru, India | $20,158 million (fiscal 2026, year ended 31 March 2026) | 328,594 (31 March 2026) |
| EPAM Systems | Newtown, Pennsylvania | $5.457 billion (2025) | About 62,850 (31 December 2025) |
| Globant | Luxembourg | $2,454.9 million (2025) | 28,773 (end of 2025) |
Fiscal years differ, so the figures are rough comparisons. TCS’s own release says “consolidated revenues of over US$30 billion”, without an exact dollar figure. Accenture’s 10-K says its revenues “are derived primarily from Forbes Global 2000 companies, governments and government agencies”. It counts roughly three quarters of the Fortune Global 100 among its 9,000+ clients. EPAM Systems describes itself as “serving Forbes Global 2000 companies and ambitious startups”. Globant says 944 customers spent over $100,000 in 2025, with 336 of them spending over $1 million. Infosys says its five largest clients accounted for 12.9% of fiscal 2026 revenue. None of these IT services firms describes a client with a budget in the tens of thousands.
Where the engineers sit
A Clutch headquarters tells you where the sales office is, not where the code gets written. These 12 firms deliver from several regions.
- Latin America: BairesDev (founded in Buenos Aires), Unosquare (Guadalajara, Bogota, Medellin, and others), Forte Group (Medellín, Bogotá, Guadalajara, Mexico City, Buenos Aires), 10Pearls (Costa Rica, Colombia, Peru), and Softeq (Guadalajara).
- Central and Eastern Europe: Vention (Poland, Vilnius, Sofia), Idea Link (Kaunas, Vilnius), ELEKS (development centers in Lviv, Kyiv, Ivano-Frankivsk, and Ternopil in Ukraine, plus Kraków, Rzeszów, Split, and Zagreb; its Tallinn headquarters isn’t one), Softeq (Vilnius, its EU headquarters), Forte Group (Warsaw, Kraków, Kyiv, Ternopil), and Intellectsoft, whose site mentions teams across Eastern Europe, Latin America, and Asia-Pacific.
- The United States: Velvetech lists only two US offices, in Chicago and Sunny Isles Beach. Fueled says it is distributed across North America and EMEA.
- South Asia: 10Pearls lists Karachi, Lahore, and Islamabad, while Simform’s Clutch locations include Ahmedabad.
For a US buyer, time zone matters more than postcode. A team in Mexico, Colombia, or Argentina works within a couple of hours of New York. Poland and Croatia are six hours ahead; Lithuania and Ukraine are seven. The overlap is a morning, not a full day.
How much hiring a software development company costs
Across the 12 firms, Clutch hourly rates range from $25-$49 at Simform and 10Pearls to $150-$199 at Fueled. Eight companies list $50-$99, and Softeq shows no rate. Clutch minimum project sizes start at $5,000+ for Idea Link, move to $25,000+ for Velvetech, Simform, and ELEKS, and reach $50,000+ at six firms. Fueled lists $75,000+; Unosquare lists $250,000+. Several companies publish more pricing detail on their services pages:
- Velvetech: a Lean MVP “around $40-80K”, custom software from $50K-$150K up to $300K-$500K+, and AI projects from $40K-$120K.
- Unosquare, on its contact form: an MVP at about $50k-$150k over two to four months, up to an enterprise tier of about $300k-$1M+.
- Fueled: an average project of $300,000 with an upper limit of $1,000,000, and $75,000 for a barebones app.
- Idea Link: a fixed-price Sprint at €7,000-15,000, and builds from €20,000-40,000 in modules of roughly €8,000-15,000, up to €100k+ as the system grows.
The median software developer in the United States earned $135,980 in May 2025, according to the Bureau of Labor Statistics. That’s one salary. Business systems need design, testing, hosting, and support, too. Our web app development cost breakdown explains what affects the price.
How to choose
Start with the person who will manage the engineers. Staff augmentation services work when you already have a technology lead. Based on their Clutch reviews, BairesDev, Unosquare, and Forte Group read first as team-extension firms. Vention does both. Velvetech, Idea Link, ELEKS, and Fueled publish case studies that read like full software builds, the kind you need when there’s no engineering team in-house. Our list of the best custom software development companies takes a closer look at that group.
Next, match the minimum to your budget. Eight of these 12 companies list a Clutch minimum of $50,000 or more; only Idea Link lists less than $25,000. Treat the minimum as a floor: reviewers describe smaller projects at Vention, ELEKS, and Intellectsoft. Ask multiple firms for industry references from your sector, and ask which technologies their team already uses. Financial-services work appears across this list, from Axos Bank and Newrez at Unosquare to Apex Fintech Solutions at Forte Group. But if you run a manufacturing business, a bank is a poor proxy for your project. If nearby time zones matter, see our scored list of nearshore software development companies.
Finally, buy a small, fixed first engagement. Idea Link is the only company here that publishes both a price and a length for one. Ten of the other 11 offer discovery calls, workshops, or sprints as services, but publish no price. Fueled doesn’t publish a discovery phase at all, so ask for a quote.
We’re not the right pick for every buyer. If you need 40 engineers added to your team next month, a company of 20+ can’t do that. The largest benches here are BairesDev at 4,000+ engineers and Vention at 3,000+. If you need 24/7 managed IT, look at Unosquare. If you’re building hardware, look at Softeq. And if recent Clutch reviews are your proof, ours end in November 2025.
About Idea Link
Idea Link is a Lithuanian software development company founded in 2019, with offices in Kaunas, Vilnius, and London. Our in-house team of 20+ people has shipped 100+ projects, and we have a 5.0 rating on Clutch across 17 reviews. Clients with public case studies include QualifyHQ, DataIst, Kalba.lt, Accountio.gg, and Avance. Most engagements start with a fixed-price Design & Architecture Sprint. You own the designs and the code.
Frequently asked questions
Which company is best for software development?
It depends on your budget and what you need built. On our six criteria, Velvetech and Idea Link tie at 11 of 12 points, with Velvetech first on the tie-break: 22 Clutch reviews against 17. Velvetech suits software builds in the $40k-$150k range, with published price bands. Idea Link suits companies without an engineering team that need business systems and a fixed-price first step. Vention, BairesDev, and Unosquare follow at 10 points.
What are the top 10 software development companies in the world?
By market capitalization, Wikipedia’s list names Microsoft, Alphabet, Oracle, SAP, Palantir, Salesforce (San Francisco), IBM (Armonk, New York), ServiceNow, Intuit (Palo Alto), and Adobe. They sell software products. Among the largest IT services firms, Accenture ($74.18 billion in fiscal 2026) and TCS (over US$30 billion) lead. Cognizant, Infosys, EPAM, and Globant are other large examples. None targets a first custom software build.
What are the big 5 software companies?
By market capitalization on Wikipedia’s list of the largest software companies, the five are Microsoft, Alphabet, Oracle, SAP, and Palantir. SAP and Palantir both appear at rank 4, and there is no rank 5. By 2025 revenue, the order among the ten companies shown is Alphabet, Microsoft, IBM, Oracle, and Salesforce. All five sell software products to the industry, not custom builds.
How much does it cost to hire a software development company?
Clutch minimums among these 12 firms range from $5,000+ at Idea Link to $250,000+ at Unosquare. Hourly rates run from $25-$49 to $150-$199. Published price bands start with Velvetech’s Lean MVP at “around $40-80K” and reach Fueled’s average project of $300,000. Idea Link’s Sprint has a fixed price of €7,000-15,000, and its builds start at €20,000-40,000.
How do I choose a software development company?
Shortlist three firms and check three things: case studies that name a client and give a number, Clutch reviews from the last six months, and a minimum project size that fits your budget. Ask for two industry references, plus the technology stack and technologies the team would use for your systems. Then buy a small, fixed first engagement before committing to the full build.
Should I hire a software development company or build an in-house team?
If software is your product, build the team. If software runs your business but isn’t what you sell, a technology partner is usually cheaper and quicker to start. The median US software developer earned $135,980 in May 2025 (BLS), and one engineer rarely covers design, testing, cloud hosting, and support for your systems.
The first step
If your tools can no longer keep up and you don’t have an engineering team to build their replacement, start with our Design & Architecture Sprint. It’s a fixed-price engagement that gives you a system blueprint and a real quote before you commit to the build.
